If they are bigger then the allowed maximum, they go on the Non-Conforming Driver lists.

A word to the quick here. Some suppliers of second-rate knock-offs trumpet their drivers as being conforming by stating their clubs are not on the non-conforming lists. That simply means they haven't been submitted for testing. Conforming drivers go on the conforming list. Just because a drivers is on the conforming list, it isn't necessarily conforming.

Designing and creating conforming clubs takes a lot of skill and attention to details. The limits placed by the rules are very strict and it only takes a tiny manufacturing discrepancy to end up with non-conforming clubs. Size isn't the lone design element limited by the rules. With limits on club-face recovery for instance (COR or Coefficient of Restitution) being affected by even a minimal deviation in thickness of the driver face, tight controls in the manufacturing process is vital.
