The owner and moderators on the internet site should encourage exchange of views as this will make the website more popular and therefore will attract more visitors and resulting members. But they must also moderate the political forums correctly. While arguments are common when any person discusses politics, it must not be an excuse for a participant to abuse another. The moderator's role in a political forum is to prevent the discussion descending into personal attacks. As well they do not want to cut off an interesting discussion. It is not an easy job but many people can tell the difference between someone that is expressing a viewpoint and those that are merely trying to be disruptive.
There is a reason why you probably should never talk about sex, religion or politics at a party. People are likely to hold very strong views on the subject. Some individuals educate themselves regarding the various issues and come to political forums to discuss these subjects. They are willing to listen to what the other people consider and will on occasion be convinced by the debate to change their views on that particular issue.
But you also have those people that have followed a certain party because that is what their family always voted. They might not completely understand the reason why they've been a Democrat or a Republican but they will defend the policies of the relevant party to the last. These people tend to start quoting the Constitutional right to freedom of speech when you try to state the point. Sometimes it is pointless trying to get into an argument with them and the best thing is to leave and discover political forums populated with people who are more broad minded.
